You bend reality to add a few new rules to the race and get everyone to follow and not question the changes.

First all participants are turned into attractive young women and have to participate naked. Second where they place in the race determines what happens to them after the race.

1st-50th: Gets clothes back and the option to return to their old form

51st-100th: Remain changed but can put on clothes

101st-200th: Unable to wear any clothes for 24hrs

201st-300th: Unable to wear any clothes for 1 week

301st-500th: Unable to wear any clothes for 2 weeks

501st-800th: Unable to wear any clothes for 1 month

801th and below: Unable to wear any clothes for 3 months

And third well the women are unable to wear clothes they still must attend school and or work and can't be fired or arrested. But in return they can't do anything about people taking pictures of them in public and sharing them online.

After setting your rules you wait for the day of the race and watch of hundreds of naked women ride their bikes in the race.
