You make it so that when someone uses a bathroom stall in one restroom, they will switch gender with anyone who happens to use the stall in the other restroom.
The people being swapped will not notice the change, nor will anyone else except you. They will carry on with their lives as if nothing had happened. They will keep most of their original physical and mental traits that do not directly correspond to their original gender.
