When you here Frank tell you that you can have as many wishes as you want it confuses you. You ask him wether Franks correct about having infinite wishes as a normal genie only has 3. Frank responds by telling you that because there wasn’t a genie inside the lamp before he opened it, it overrides the wish counter giving you infinite wishes.
