The store owner is actually a magic wizard, as are all of his friends. He explains that they were fooling around with some magic, and are actually responsible for the Gender Wave. They decided to all hide out in the shelter and wait for the Wave to pass. After they see what it does, they'll decide if they need to fix it or not.
