This is Silver and Gold Misty first and foremost, so in game. However I feel the need to point out it's been conically ten years since Pokemon Red and Blue. So Misty is now 20-23.
Lastly this artist clearly drew the character with intent of them being over 18.
So chill, it not like they used an image of the 10 year old Misty.
